Road Committee Minutes
The meeting was held at the Armory in Copperopolis. Pieter Michels opened the meeting and gave a brief refresher course on CSAs (Community Service Areas) and how they operate. He introduced the Road Committee members who were present – Stan Barnes, Bob Toynbee, Jeane Kennedy and himself. One other member, Janet Sterling, was unable to attend.
Bob Toynbee was then called upon to bring us up to date on road repairs, projects, expenditures, and the future use of road funds.
- The Stagecoach Wet Crossing bridge project has been delayed one year and construction will start in the spring of 2013. Bob was informed by Public Works that the delay was due to trouble obtaining permits. Our community, therefore, continues to keep the $90,000 in reserve that we need to satisfy the grant project.

- Carlene Mansour, who lives on Stagecoach just south of the bridge project, expressed concern regarding the speed that traffic will ultimately be able to achieve once the project is completed. She asked if there was anyway to show traffic down. Jeane Kennedy began a list of concerns to present to Public Works.
- Future Grants – Bob reported that Public Works has applied for two more grants on our behalf. First, for the Singletree washout and second, the Stagecoach washout.
- Pommel road repairs – $16,000 was the final cost of this project to fill the ditches and divert water.
- Pot hole repairs – The community agreed that they were satisfied with the pot hole repairs that were done by Public Works. Ryan McClure discussed the difference between “cold patch” and “hot patch” and wondered why PW uses cold patch. Jeane Kennedy added this question to the list for explanation by Public Works.
- At present, our community funds total $274,174. $16,000 must be subtracted from that amount for Pommel repairs and $90,000 must remain in the account for the Stagecoach bridge project. Our community then has $138,174 in available road funds. Bob suggested continuing on with our 5 year Road Plan which, when complete, would have slurry coated all major roads throughout our community. Bob noted that Pommel and Horseshoe to Sulky are the next roads on the plan to be coated.
The community expressed a desire to have safety be the overriding factor in deciding which roads receive attention. George Stephens noted that traffic down Surrey still does not move over and suggested a yellow line be painted down the middle. Jeane added this to her Public Works discussion list.
The dangerous blind intersection of Surrey & Stagecoach was discussed and Jeane agreed to write a letter to the property owner asking permission to improve the sight line. Bob said he would get an estimate on each road project and report back to the community.
